The Vice Prime Minister, Coordinating Minister for Economic Affairs and Minister of Tourism and Environment, Mr. Francisco Kalbuadi Lay, lead the Inter-Ministerial meeting on the Coordination of Economic Affairs regarding the finalization of the Medium-Term Plan (MTP) 2027–2030, which was held at the Dili Convention Centre, on Tuesday, 14 July 2026.
The meeting convened representatives from pertinent ministries and institutions to conduct the final review of the key document, which will serve as the guiding framework for the implementation of Timor-Leste’s socio-economic development priorities for the forthcoming four-year period.

The Medium-term plan must be considered needs and public interest, with the objectives to strength inclusive economic growth, expanding employment opportunities, and promoting sustainable development in important sectors. This meeting also provides an opportunity for all ministries to harmonizes the priorities, strengthen Inter-ministerial coordination, and make sure that the government plan should implement with efficiency, transparent and responsibility.
‘’The 2027-2030 Strategic Development Plan must lay the foundation for a productive, inclusive, and sustainable economy’’. The vice-Prime Minister, Coordinating Minister for Economic Affairs, Minister Tourism and Environment, Mr. Franscisco Kalbuady Lay, in his intervention Underlined that, Timor-Leste has now reached a critical juncture to undertake a strategic for strategic National economic development model.

Now is the time to make a strategic shift from an economy dependent on natural resources to an economy driven by productivity, innovation, entrepreneurship, and the capacity of the Timorese people themselves,” the Vice Prime -minister stated. According to the Vice Prime-Minister, the Medium-Term Plan (MTP) 2027–2030 must be seen as a critical phase to lay a solid foundation for national development. This Plan is not about merely pursuing high growth numbers in the short term but represents the Government’s commitment to addressing the structural obstacles that continue to limit national economic development.

“The 2027–2030 Medium-Term Plan is the Government’s commitment to resolve structural obstacles, strengthen institutions, improve the regulatory environment, develop infrastructure and human capital, and create the conditions for the national economy to enter a phase of rapid, inclusive, and sustainable growth in the coming years,” said Vice Prime-Minister. The Vice Prime-minister also stated that the transformation of the national economy requires strong leadership, political courage, and effective coordination among all ministries and government institutions.
This meeting was attended by Prime-Minister Kay Rala Xanana Gusmão.
