The Office of the General Coordinator of the Coordinating Ministry for Economic Affairs (MCAE), Mr. Jorge Rui de Carvalho Martins, attended a seminar on “Administrative Risk Prevention” organized by the National Logistics Centre (CLN) held at the CNE Laline Hall in Colmera.

The objective of the seminar was to prevent administrative risks and to establish a legal framework from a juridical perspective, serving as a foundation for responsible public administration dedicated to serving the public interest.

The General Coordinator of MCAE emphasized that every decision made within the public service may pose administrative risks.
Sometimes, when in power, one feels entitled to make decisions that oppress others, and sometimes civil servants perceive this as a great privilege to use any means in public service delivery.

‘’The public interest must be our primary responsibility, particularly in managing public assets and budget for the public good, not for personal interest,” said Mr. Jorge Rui de Carvalho Martins.

The General Coordinator further stated that legal comprehension, procedural compliance, decision documentation, transparency, conflict of interest avoidance, and respect for the separation of competences are crucial to preventing administrative risks. Legality is the safety mechanism that ensures the State apparatus functions properly.

The General Coordinator called upon all participants that compliance with the law should not be driven by fear of punishment, but by a sense of responsibility to the State and the people, in order to build a public administration that is secure, responsible, transparent, efficient, and worthy of the people’s trust,

Identify risks before making decisions, consult the competent authorities whenever in doubt, document all processes rigorously, distribute responsibilities according to respective roles, and refrain from using public authority for personal gain, focusing solely on the public interest.

The General Coordinator highlighted that today’s responsibility is not limited to managing the administration, but to safeguard the integrity of the State apparatus and ensure that it serves both present and future generations.

All participants concluded the seminar with the shared responsibility that the people and the public interest must remain the central concern of public administration.
