The Office of the coordinating minister for Economic Affairs, represented by the General Coordinator, Mr. Jorge Martins, leads the inter-ministerial technical commission to accompany the presentation of investment proposals from the companies Manatuto Renewables Power S.A., Sufnentimo Nafael Unipessoal, Lda., and Green PZZ, Lda., which were submitted through an application for the issuance of a Declaration of Benefits Certificate (DB).
The objective of this meeting is to enable the Technical Commission to undertake a comprehensive assessment of the investment proposals and business plans submitted by the companies. This is to ensure that the said investment plans comply with all technical requirements and have economic value in accordance with Private Investment Law No. 15/2017 and other applicable regulations.
The Manatuto Renewables Power S.A.,Company as consultory company of EDF Power Solutions International S.A.S (50.99%), EDF Power Solutions Development, SAS (0.01%) no I-Environment Investments Pacific PTY Lda (49.00%), with an investment value USD $ 100,000,000,00-107,100,000.00. This company will stabilize platform industry 72 MW Renewable Energy Photovoltaic no 36 MWH/time storage system in battery (BESS) where localized in aldeia Uma Rentau suco Lifau, post of Administrative Laleia.
The General Coordinator of MCAE stated: “This represents a significant opportunity for Timor-Leste’s economic development’’. It does not mean that we are here to reject it, but rather that we are here to examine how the process can be aligned with the Government’s development strategy for economic diversification. You serve as the representative of key ministries and sectors. TradeInvest and MCAE exist exclusively to facilitate such processes. We must establish cross-ministerial lines to assess, across all our leadership, what can and cannot be done. Keep in mind that it is not about rejecting every dispatch, nor is it about complying with every dispatch. Rather, it is about giving full authority to us as leaders to analyse, propose amendments and solutions to our superiors, and make decisions that do not violate the laws in force.”
Certainly, there is a regime with three key aspects: the law, regulations, and most importantly, government policies. Because of this, we have the Council of Ministers, we have leaders, structures, and the Government to examine with leadership, to amend, and to provide alternative solutions that are best for the economic development of our nation.”
The General Coordinator also emphasized that ‘’We cannot serve as a venue or channel for commitments that do not fully comply with sectoral rules, regulations, and management analysis’’. It is your independence and your management direction that we need here, so that His Excellency the Vice Prime Minister, in his capacity as Coordinating Minister for Economic Affairs, can present matters of this nature to the Council of Ministers to make a decision that is sound and strictly in line with the opinion you provide. TradeInvest and MKAE will only compile your technical, political, and legal opinions to make a decision for the solution.
After listening and analysing the substance of these presentations, the Technical Commission will verify the information presented by the company, provide technical opinions and relevant constructive suggestions for the company to take into consideration. This is to ensure that all investment processes proceed in accordance with the laws and regulations and can contribute significantly to the country’s economic development.”
