The Vice Prime Minister Participates in High- Level Conference with China, Strengthens Cooperation for Global Development

Pekín, Xina, April 2026-
The Vice-Prime Minister, Coordinating Minister for Economic Affairs (MCAE) and Minister of Tourism and Environment, Francisco Kalbuadi Lay, represents the Government of the Democratic Republic of Timor-Leste (RDTL) at the 3rd High-Level Conference of the Forum on Global Shared Development Action.
The event, organized by the China International Development Cooperation Agency (CIDCA), gathered leaders from 140 countries with the theme: “Action-Oriented: Building a Global Development Community for All”.

In his remaks, Vice-PM Francisco Kalbuadi Lay, underlined that the relationship between Timor-Leste and China is not merely diplomatic issues but has a deep historical foundation.

“China was the first country to recognize our independence in 1975 and maintained a diplomatic presence in Dili when we restored sovereignty in 2002. China is a present friend in times of need,” affirms the Vice-PM’’.
The Vice Prime Minister also reaffirmed the policy extern Republic Democratic of Timor-Leste (RDTL) who become an important fundamental pilar: (One-China Policy), which Timor-Leste continue to maintain firmness in the future.
Timor-Leste’s participation in this forum also focuses on the following aspects:
• Advance the 2030 agenda: Through practical cooperation in infrastructure area, food security, and poverty reduction.
• Human Resource Capacity: Leverage the offer from China’s Foreign Minister Wang Yi on training programs for Global South nations to strengthen self-sufficiency.
• Green and Digital Economy: Align national development with technological transformation that China is currently developing.
The conference culminated with the launch of the (Shared Future) Action Plan, which includes fifty (50) concrete measures in eight (8) areas prioritized for developing nations, including Timor-Leste.
At this event, The Vice-PM Francisco Kalbuadi Lay, also held discussions with Chinese authorities and countries like Mozambique and Pakistan, discussing investment opportunities and technology transfer. Accompanying the Vice-PM at the event was RDTL Ambassador to the People’s Republic of China, Loro Horta, along with technical delegations.
