The Vice-Prime Minister and Coordinating Minister for Economic Affairs, also Minister of Tourism and Environment, Francisco Kalbuadi Lay, on Thursday laid the first stone for the construction of the Business Incubation Center in Matadoru, Vila Verde, Vera Cruz, Díli.
The Business Incubation Center aims to support new and emerging businesses by reducing risks during their early and most vulnerable stages, while transforming innovative ideas into successful enterprises.
In his remarks, the Vice-Prime Minister said the center reflects Timor-Leste’s commitment to building a diversified and sustainable economy, reducing dependence on oil and gas, creating jobs, and strengthening micro, small, and medium enterprises (MSMEs). Special support will be provided to women, youth, and rural entrepreneurs, including access to mentorship, skills development, and finance.
“This center is not just a building, but a foundation for opportunity, employment, and economic growth,” he said.
The construction project is valued at US$ 3,155,389.40, under contract Tender/009/MCI-2025, signed on December 13, 2025, with a duration of 365 days.
The launching ceremony was attended by government officials, entrepreneurs, local authorities, and invited guests.
