DILI, MARCH 31, 2026 —
The Office of the Vice Prime Minister and Coordinating Minister for Economic Affairs (MCAE), through the General Coordinator, Jorge Rui de Carvalho Martins, convened its scheduled quarterly meeting with the Public Institutions (IP) and State-Owned Enterprises (EP) under its administrative oversight.
The session took place at the AIFAESA Conference Room in Matadouro, Dili. The primary objective of this routine assembly was to evaluate operational progress, identify strategic solutions, and address the various challenges faced by the respective institutions. During the proceedings, the General Coordinator of MCAE, Jorge Rui de Carvalho Martins, underscored the implementation of the new legal framework governing contract personnel.
“As of February 3, 2026, we have transitioned into a new legal regime for fixed-term labor contracts. I trust that all senior leadership will effectively manage the internal transition for contract staff within their respective institutions,” Mr. Martins stated.
The General Coordinator further noted that while the Civil Service Commission and the Ministry of Finance have delegated significant responsibilities, he is confident that each institutional leader has developed the necessary mechanisms to address these challenges. In the same session, the Inspector General of AIFAESA, Dr. Odete da Silva Viegas, presented an update on operational milestones, specifically regarding inspections, monitoring activities, and revenue generated from fines.
Regarding infrastructure development, Dr. Viegas informed the assembly that the AIFAESA laboratory project has now entered the tendering phase through the National Procurement Commission (CNA). The Inspector General also highlighted operational constraints, notably the rising cost of fuel, which has directly affected the mobility of inspection teams in the field. The meeting served as a strategic platform for all line agencies to conduct a performance self-assessment for the first quarter of 2026.
Discussions focused predominantly on optimizing public service delivery despite various resource limitations. This high-level meeting saw full attendance from the leadership of various entities, including the General Inspectorate of Labor (IGT), National Logistics Center (CLN), Institute for Quality of Timor-Leste (IQTL), National Institute for Workforce Development (INDMO), National Centers for Professional Training (CNFP Tibar and Becora), Institute for Business Support and Development (IADE), Business Registration and Verification Service (SERVE, I.P.), TradeInvest, and the Bamboo Center.
