DILI, April 1, 2026 —
The Office of the Coordinating Minister for Economic Affairs (CMEA), through General Coordinator Mr. Jorge Rui de Carvalho Martins, has appointed two (2) new senior officials to assume leadership roles within the CMEA organizational structure.
The General Coordinator noted, “These appointments are made pursuant to Ministerial Decree No. 25/2024 of May 8, which establishes the MCAE organizational framework with the objective of further enhancing operational efficiency and strategic planning.” Mr. Leonito Soares de Jesus: Appointed as Coordinator of the Strategic Unit for Economic Integration, succeeding Ms. Licina Ramos Horta.
Ms. Ivânia Gonçalves: Appointed as Coordinator of the Unit for Planning and Interministerial Coordination of Economic Affairs. The Office of the Coordinating Minister for Economic Affairs (CMEA) expresses its profound gratitude and high esteem to Ms. Licina Ramos Horta for her unwavering dedication, professionalism, and significant contributions during her tenure as Coordinator of the Strategic Unit for Economic Integration. Through her leadership, the Unit achieved significant progress in advancing national economic development.
The CMEA Office anticipates that the new leadership will build upon these foundations, ensuring the continuity and renewal of initiatives vital to sustainable development. On this occasion, the General Coordinator of CMEA formally delegated powers and established the legal basis for the new officials to execute their mandates:
“I hereby delegate the necessary powers to perform the following acts within the scope of the Unit, in accordance with the prevailing legislation,” the Decree stipulates. The General Coordinator reaffirmed to the two new appointees that “this role represents a significant responsibility to fulfill duties in alignment with CMEA guidelines. This effort is closely aligned with the successfully implemented Program of the IX Constitutional Government,” noting that the Government’s central objective and priority remain the sustained advancement of national economic development.
