TECHNICAL DISCUSSION BETWEEN MCAE AND MPIE ON THE MEDIUM TERM PLAN 2026–2030

The Office of the Deputy Prime Minister and Coordinating Minister for Economic Affairs (MCAE), through the Office of the General Coordinator, Jorge Martins, held a technical meeting with the Integrated Planning Unit (UPI) of the Ministry of Planning and Strategic Investment (MPIE) at the MCAE Cabinet, Government Palace.


The meeting aimed to strengthen coordination in the preparation of the Medium Term Plan 2026–2030, with a particular focus on aligning institutional priorities across sectors. Both sides emphasized the importance of coherent planning and close collaboration among line ministries to ensure alignment with national development strategies and the effective implementation of policies and programs. They also reaffirmed their commitment to improving planning mechanisms and integrating efforts into a comprehensive medium-term framework that supports sustainable economic growth and institutional strengthening in Timor-Leste.


During the session, the Coordinator of the Integrated Planning Unit (UPI), Epi Orleans, presented key perspectives on Timor-Leste’s economic development. She highlighted the need to build new capabilities to transform challenges into opportunities, focusing on economic diversification to reduce dependence on the Petroleum Fund. Priority areas include advancing global development integration, promoting excellent tourism, strengthening export-oriented agribusiness, and enhancing ocean governance and legislative frameworks to address maritime sovereignty and resource management through a Whole-of-Government approach
