The Office of the Vice Prime Minister and MCAE through the Strategic Unit for Economic Integration (SUEI), distributes public subsidies to the private sector such as MSMEs in accordance with Ministerial Decree and Regulation No. 47/2020, of November 2020.
From 2023–2024, MCAE has supported private sectors under AEMTL, CCI-TL, ACCC, and independent groups in 10 municipalities. The program aims to encourage entrepreneurship and economic diversification through activities in the agriculture, fisheries, livestock, and industry sectors, as well as human resource training.
The MCAE technical team directly monitored the implementation in 13 municipalities. The total number of beneficiaries reached 3,066 (2023) and 3,019 (2024).
Some of the beneficiaries are:

  1. AEMTL: MRS. Angelina Ximenes (a tailor in Viqueque) and Mrs. Amelia da Costa (fried fish vendor in Manatuto).
  2. ACCC: Foin Be’eno Group (tais weaver in Oecusse) and Harapan Baru (chips producer in Dili).
  3. CCI-TL: Rice farmers in the municipalities of Bobonaro and Baucau who received agricultural equipment.
  4. Other MSMEs groups: EPAPANA (fishing in Atauro) and Arte Zenatu (crafts in Dili).
    The MCAE’s public subsidy program has been proven to help small businesses increase production, create jobs, and strengthen the local economy throughout Timor-Leste.
