MCAE Coordinates Interministerial Response on Investment and State Land Dispute in Loes and Maubara

The Government of Timor-Leste, through the Office of the Coordinating Minister for Economic Affairs (MCAE), held an Interministerial Coordination Meeting to review investment issues involving Shayanraya, Lda and Keshavarz Great Timor Unip, Lda, related to the use of state land in Loes and Maubara, Liquiçá Municipality.
The meeting was chaired by MKAE Coordinator-General, Jorge Rui de Carvalho Martins, with participation from relevant ministries and institutions.

The purpose was to assess legal, environmental, and administrative aspects of the case, under Decree-Law No. 05/2016 and the National System of Protected Areas (NSPA) framework.
The Government clarified that the investment was initially facilitated in accordance with legal and technical requirements, with a lease agreement signed with the Ministry of Justice in May 2023. Subsequently, the Ministry of Agriculture and Fisheries submitted a formal complaint regarding state land allocated for the development of a Fisheries Training Centre.


The dispute over land use in Loes and Maubara led the company to submit a complaint to the Government, requesting compensation for alleged investment costs.
As part of the review process, an interministerial team conducted a site visit on 18 December 2025, observing preparatory investment activities in the Monte Guguleur Protected Area in Loes, as well as construction in the vicinity of the Fisheries Training Centre in Maubara.


The Government reaffirms its commitment to ensure legal security for investment, protect state land and the environment, and resolve the case in accordance with the law, transparency, and good governance principles.
