General Coordinator of the Office of MCAE, Jorge Rui de Carvalho Martins, in an interview about the RTTL program E.P. (Public Enterprise) known as 7 Minutes (8 September 2025), explains the Government’s policy through a new resolution which aims to increase the efficiency and effectiveness of Public Institutions (P.I.s or IPs in Tetum) and Public Enterprises (Pes or EPs in Tetum).
According to him, the Government’s steps include three main actions: service restructuring, institutional mergers, and separation of some units.

The goal is to improve governance, avoid overlapping functions, and control state spending. Each institution was given a deadline: 120 days for merger, 90 days for restructuring, and 60 days for extension of implementation of the decision.

The General Coordinator emphasizes that these changes are not meant to reduce the workforce, but to ensure that employees are placed in positions that align with the competencies and needs of the organization. The government guarantees the right to each employee to choose whether to continue working or not.
Under MCAE, 14 Public Institutions are currently conducting joint statute reviews with the Ministry of Tourism and Environment, and the Ministry of Transport and Telecommunications. Some will be merged or restructured, while strategic ones will remain independent.

The General Coordinator also underlined that this resolution represents the government’s efforts to strengthen the public service system and ensure that all institutions function efficiently, without overlap, and in accordance with the direction of national economic policy. The deadline to implement this policy is set for January 2026.
