The General Coordinator, Coordinating Minister for Economic Affairs (MCAE), Mr. Jorge Rui de Carvalho Martins, served as the Keynote Speaker at an activity organized by the Bamboo Institute under the theme \u201cEconomic Opportunities and Employment\u201d, which took place at BJ Habibie Park, Bidau Santa Ana, on Saturday, 22 August 2026.
\u2018\u2019The young people represent Timor-Leste\u2019s greatest national asset, and that their participation in the economy is essential to fostering productive, inclusive, and sustainable development\u2019\u2019 said General Coordinator.
The main challenges include the gap between the skills provided through education and those required by the labour market, as well as the lack of work experience among young people. Hence, there is a need to expand internship programmes, Technical and Vocational Education and Training (TVET), and opportunities for practical work experience.
The General Coordinator reported that Timor-Leste has great potential to create employment through economic diversification, particularly in agriculture, tourism, the green economy, the blue economy, and the digital economy. He emphasized that realizing this potential requires close collaboration among the Government, the private sector, educational institutions, and development partners.
The General Coordinator said that in the agriculture and agribusiness sector, opportunities are not limited to production alone, but also extend to processing, packaging, logistics, marketing, and export. In the tourism sector, Timor-Leste\u2019s natural landscapes, cultural heritage, historical sites, and marine resources offer young people a wide range of opportunities in hospitality, tour guiding, transportation, digital marketing, and the creative industries.
The General Coordinator further underscored the substantial potential of the blue economy, particularly through sustainable fisheries, marine tourism, conservation, and aquaculture, which offer important opportunities to generate employment, promote sustainable economic development, and safeguard marine resources for the benefit of future generations.
The digital economy also represents an important area in which Timorese youth can participate in digital services, information technology, online businesses, and other technology-based activities, opening doors to regional and international markets.
He noted that not all young people aspire to join the civil service, with many showing strong interest in entrepreneurship. However, they often face constraints in accessing finance, mentorship, technology, and market knowledge.
The General Coordinator further emphasized that the Government alone cannot generate all jobs, as sustainable employment primarily comes from thriving businesses and investment. However, the Government, private sector, education and training institutions, financial institutions and development partners must work together to create a virtuous cycle quality education leads to higher productivity, higher productivity supports strong businesses, strong businesses create jobs, and productive employment increases household income and strengthens the economy. The workshop was attended by university students and various entities.
