The Coordinating Ministry for Economic Affairs (MCAE), through the Office of the Director-General, Jorge Rui Martins de Carvalho, in partnership with the Economic Integration Strategy Unit (SUEI), organized a National Workshop on the World Trade Organization (WTO). This event, held at the Dili Convention Centre (DCC), specifically addressed the Agreement on the Application of Sanitary and Phytosanitary (SPS) Measures and the Technical Barriers to Trade (TBT) Agreement, in collaboration with the WTO Secretariat in Geneva.<\/p>\n\n\n\n
The workshop aimed to convene representatives from government institutions and the private sector to strengthen national technical capacity regarding WTO commitments. It focused on the implementation of SPS and TBT measures, which constitute essential prerequisites for Timor-Leste\u2019s accession to the World Trade Organization.<\/p>\n\n\n\n
\u201cSPS and TBT measures are not merely technical trade obligations; they serve as strategic instruments for Timor-Leste’s economic transformation. Through robust standards, quality assurance, and the development of an Integrated Laboratory, Timor-Leste reinforces public health protection, enhances export competitiveness, and fosters international confidence in our products as we integrate into the global trading system,\u201d stated the Director-General of MCAE.<\/p>\n\n\n\n
The technical sessions featured presentations and discussions led by experts from the WTO Secretariat in Geneva, namely Lauro Locks, Counselor in the Trade and Environment Division, and Rolando Alcala, from the SPS Section of the Agriculture and Commodities Division. These experts shared international best practices and WTO frameworks relevant to the implementation of SPS and TBT measures in Timor-Leste.<\/p>\n\n\n\n
Participants engaged in in-depth discussions on key issues, including trade regulations, compliance with international standards, quality infrastructure, market access opportunities, and the challenges faced by Timor-Leste in aligning its national systems with international trade obligations.<\/p>\n\n\n\n
The experts and technical officials underscored that the effective implementation of SPS and TBT measures is critical to bolstering the competitiveness of Timorese products, strengthening consumer protection, and promoting sustainable economic development.<\/p>\n\n\n\n
The event also served as a platform for dialogue and coordination among institutions responsible for trade, agriculture, health, customs, industry, and standards regulation, thereby contributing to Timor-Leste’s ongoing integration into the global trading system under the WTO framework.
