
Short Biography of H.E. Deputy Prime Minister, Coordinating Minister for Economic
Affairs and Minister for Tourism and Environment
Francisco Kalbuadi Lay, (born in Aileu [Timor-Leste] on January 1, 1957,) is a Timorese
Politician who serves as the Deputy Prime Minister, Coordinating Minister for Economic
Affairs and Minister of Tourism and Environment of the IX Constitutional Government of
Timor-Leste, since July 2023. Mr. Kalbuadi completed his education in Trisakti University in
Jakarta Indonesia majoring in Tourism and Hospitality in 1980. In the following year, 1981,
Mr. Kalbuadi also completed Public Relations course at the University of Leiden, Netherland,
acquiring very wide and broad experiences in the field of tourism, public governance, public
administration, marketing and public policies.
Professional and Political Career at National and International Level:
- 1999 to 2002 – Member of the FRETILIN Central Committee
- 2001 to 2018 – Executive position of President of the FFTL (Timor-Leste Football
Federation) - 2001 to 2006 – Appointed as Secretary-General of Timor-Leste Olympic Committee
- 2002 to 2006 – Member of the Constituent Assembly, as well as the President of the
Commission C for Economic and Financial Matters of the Parliament of Timor
Leste - 2007 to 2012 – President of the National Board of Directors of the CNRT Party
- 2007 to 2015 – Member of the FIFA Association Committee
- 2012 – Executive Member of the Asian Football Confederation (AFC)
- 2012 – 2015 – Minister of Tourism Art and Culture of the V Constitutional
Government of Timor-Leste - 2012- 2016 – Chairman of the Committee and Finance in the Asian Football
