According to the General Coordinator, the MCAE Cabinet is currently conducting a diagnosis of public institutions (IPs) under the tutelage of MKAE. The Ministry has a certain mechanism to monitor the 13 guardianship agencies under MCAE, which diagnoses a failure not only in leadership, but in vertical and horizontal structure.
The General Coordinator also informed that MCAE almost monthly meetings with the Institutes to see only about their work and challenges they face, especially to see their programs and expenditures efficiency and effectiveness or not. Related to the challenges they face, the institution must take solutions, not waiting for the Minister, not waiting for the General Coordinator, the institutes take the solution and decide for themselves to solve their problems if their work does not work.
When talking about revenues from IP, there is IP’s social contribution, not financial contribution, now IPs must think about how to make a return on the expenditure allocated by the Government.
“If we talk about returns in the form of finance almost most have not, some spend US $ 1,000, but pay only US $ 100, this is not return, there are some that they cover but not enough and can not count returns to the state coffers, but they contribute something”, said the General Coordinator.
As institutions from CCD, SERVE I.P, IADE they cover a little money, because of the administrative requirements for the services they provide, but this is not counted as return, this is revenue received to cover their expenses.
